The guitarist said the group had always performed badly at the festival in the past and claimed he didn't enjoy playing the event because the crowd is always "absolutely battered".
Oasis topped the Glastonbury bill in 2004 and 1995.
"I've said before we wouldn't play there again, we always blow the big gigs, we always manage to George Best it," said Gallagher.
"The first time we played Glasto, we played too many songs off Morning Glory, and it hadn't come out yet. Glasto is great to be at, but it's not great for people like us to play at.
"You're on at 11, and the people you're with are absolutely battered. Your girlfriend stops making sense. So, no, we won't play next year."
Oasis announced yesterday a series of outdoor summer shows for June and July next year around the time of Glastonbury.
"I think that when [Glastonbury organiser] Michael Eavis reads this press release he'll sh*t himself," said Gallagher.
"Here is where it's going to be at next summer. Would you go [to Glastonbury]? Why, is R. Kelly playing?"
