The Pan Am actor will play a character named Tommy Merlyn in the DC Comics-inspired project, according to Deadline.
Donnell will line up alongside Stephen Amell, David Ramsey, Susanna Thompson and Willa Holland in the show. Game of Thrones director David Nutter will helm the pilot episode, based on a script by Green Lantern writers Greg Berlanti and Marc Guggenheim.
Amell was previously announced as protagonist Oliver Queen, a billionaire playboy turned crimefighter. Katie Cassidy will take on the lead female role of Dinah 'Laurel' Lance, also known as Black Canary in the DC Comics universe.
Donnell's character is thought to be based on DC villain Merlyn, an archer introduced to the Green Arrow comics in the 1970s as a rival to the eponymous hero.
Arrow will be produced by Warner Bros TV with Fringe co-executive producer Andrew Kreisberg overseeing its development.
