The figures are also 2% lower than the equivalent day in the 2008 Beijing Olympics.
ABC's Bachelor Pad dropped 9% from last week to a new series low of 1.0 (3.8m) at 8pm.
The Glass House also equalled last week's series low of 0.6 (1.6m) at 10pm.
Elsewhere, the evening was entirely made up of repeats.
The highest numbers went to the rerun of 2 Broke Girls at 9pm for CBS (1.2/3.87m).
Fox's Hell's Kitchen followed with 1.1 (2.77m) at 8pm.
