Gerard finally contacts Sophia and explains that he does not have enough fuel ready to transport the 188 sleepers. When one of the sleepers opens fire on a military recon team, Martinez decides to ignore Sophia's objections and gives the order to launch an assault. With her hand forced, Sophia orders Gerard to use the portal array to destroy the Washington Monument. In the aftermath of the attack, Sophia calls Martinez again and warns him that if he does not provide three buses and give the sleepers safe passage to a jet at LAX, she will destroy Washington.
On a plane to France, Sean allows Vicky to briefly speak with her mother via web-cam and they learn of the Monument's destruction. Sean also learns from his research that Dempsey owns a corporation named the Phoenix Foundation that is funding a dig in the Jura Mountains. Dempsey arrives at the mountain range and meets with an architect who has uncovered a number of ancient limestone amphoras in a hidden "chamber". Dempsey is furious when he learns the architect has entered the chamber against his orders and shoots him dead.

At that moment, Simon speaks with Sophia, admonishing her for the attack on the Monument. Sophia reveals that the last of their prepared fuel was used in the attack and that her threat to Martinez was a bluff. Martinez and Sterling digitally capture the call and begin the process of decryption. In La Cluse-et-Mijoux, Sean and Vicky meet with one of her old contacts, Henri. As Henri and Vicky reminisce about a former mission, she reveals that she used to be a CIA agent. Henri confides in Sean, revealing that Vicky got "burned" to cover up one of her superior's mistakes. Sean admits that he is blackmailing Vicky to secure her help, but Henri insists that Vicky must have another reason.

Sophia addresses the sleepers, placing Michael, Thomas and another sleeper named David in charge of the three buses that have arrived to escort them to LAX. Isobel scolds Thomas for allowing Sophia to take charge, but he insists that he now wants to do what is right for his people. As the sleepers, including Leila, board the buses, Martinez and Sterling finally decrypt Simon's call and learn that Sophia's threats were a bluff.
Ignoring Sterling's objections, Martinez orders an all-out assault on the sleepers and an Apache helicopter destroys the bus led by David with a missile. Thomas contacts Gerard, but he only has enough fuel ready to transport one bus. Determined to demonstrate true leadership and do what is best for his people, Thomas tells Gerard to lock onto the bus containing Sophia, and sacrifices himself. As Sophia's bus is teleported away, the helicopter launches another missile, killing Thomas and Isobel.
